Thanks for the opportunity to talk with the two of you today! One thing about rural schools that doesn’t get much mention is the COST of implementing all the mandates of RTTT and in NY the APPR. Our district HAD to purchase some sort of testing for progress monitoring. The district purchased the STAR assessments because they were the cheapest of the “state approved vendors”. This cost us $17,000 roughly. We used money that we “HOPE” to get from our share of RTTT funds in NY – which will be about $38,000. That’s money we haven’t seen yet, but are hoping to get. Our anticipated state aid increase is around $30-$40 K, which we won’t get if our APPR Plan isn’t approved. Add to that the 2% tax cap that King Andy has imposed and we are seriously hoping to stay solvent. The teachers’ union just negotiated a contract over the summer in which we accepted a tiered prescription co-pay plan, so some scripts could end up costing $45/month. Our raise (well, increase in the total money) was 2% which we put on the step schedule as we saw fit. We are paying 10% of our health insurance premiums, so for some of the SRP’s in our unit who only get 50% coverage-they sometimes get paychecks of $20 because their health insurance cost is taken out.
Should we merge or consolidate? Probably – but the taxpayers WANT our school to stay in the community. They fear losing our identity if we merge. The school is the largest employer in the district.
